That is good to know that the motor does work when you put voltage to it.
So that means we need to find out why we don't have voltage getting to the blower motor.
I am attaching the wiring diagram below, but we need to test the relay and find out if this is just a relay issue.

I am attaching the wiring diagram which shows the relay, and we need to jump pin 30 to 87 and see if the blower motor turns on.
If it does, then the relay or the control module are the issue.
The next thing we need to check is if the HVAC is grounding the relay. Put your meter on battery positive and then the black lead on pin 85 of the relay and turn the blower on. If the meter reads 12 volts, then the module is fine, and the relay is the issue.
