Several things can cause the AC not to work. Things such a low Freon in the system, a faulty AC compressor, faulty compressor clutch, and the list goes on. As far as the seats, the are not actually air conditioned, but rather, there is a fan under them.
We need to start at some point, so I am going to provide a link that explains different things to check for a non-functional AC unit. Take a look through it and follow some of the tests which are recommended.

One of the things mentioned in the aforementioned link is AC compressor operation. Pay attention to that so I know if it is an issue with the AC system or something such as what is called a blend air door actuator. The actuator is responsible for determine the air temperature that enters the vehicle. The system could be working find, but if the blend air door is in the wrong position due to a faulty actuator, no AC will enter the vehicle.
