A/C not working properly when vehicle is stopped

Hi,
Have you checked to make sure the system is fully charged? Also, the evaporator is located in front of the radiator. It actually looks like an additional radiator. Check to make sure it isn't excessively dirty. If it is, spray it off with a garden hose.
Now, if the condenser is clean and unobstructed, then chances are you are low on freon. That is where I would start. Take a look through this link and let me know if you are comfortable performing it:
