Won't pass brake and light inspection for CA.
The brakes were all done new, everything works but the ABS light doesn't. It doesn't come on when starting van either = system check. Where should check?

Hi, and thank you for using 2CarPros. First thing you need to do using an advance scan took is try to communicate with the ABS module to see if you get a response. If you do then check for trouble codes. If no codes are stored then the bulb most likely burnt out. For that you would need to remove the cluster to replace the bulb.
