I think we need to start with what the pressures are because if you charged it that many times, the pressure could be too high at this point.
However, if the compressor is running and it has never blown cold then the compressor may be failed.
The pressures is really the only way we are going to know what is happening.

Basically we need to know what the high and low side pressure is with the system turned off. Then what they are when the system is turned on and compressor is engaged.
This will tell us what the issue is or where to go next. Below is a chart of proper pressures based on outside temperatures. Also it shows what possible issues are based on pressures.
