A/C getting hot while slowing down?

A/C getting hot while slowing down but blows cold when driving and when at idle also with A/C off but vent on blow cool air then when slowing down get hot like if heater is on.

So, it sounds like it could be a temperature blend door actuator, I would start by turning the A/C on to full cold settings and then feeling the A/C low side hose coming out of the fire wall, it should be cold. if so, the temperature actuator needs to be replaced and if not, I would check the charge of the system. Check the images below to see what the hose I am talking about, and I have included guides as well.
