Air conditioner Heater Blowing towards only the floor

The AC and heater only will blow towards the floor and only works on high. I replaced the air door actuator on the left side by your foot but it did not fix the problem. The medal arm that is connected to that actuator does not move.

The only working on high part is likely a bad blower resister.

As far as the mode doors are concerned, you are going to have to observe the actuator and see if it is trying to move and whether the doors are broken or jammed.

Ok, we found that none of the doors are broken because we can move the arm and the air moves to that location. The wire that goes down to the actuator will not move the actuator at all. So we are think that it might be the control panel, would that be possible?

Right next to the blower motor.
