5 speed blower only works on 5 highest setting

Hi All,
my 01 Grand Prix a/c / heater blower only works on high, I am getting voltage through the resistor harness on all settings 1-4 @ 10.32 volts and the 5th position is full battery @ 12.05 volts. I have checked with a meter the ac fuse both under the hood and in under the glove box, I am not where the relays are located or the numbers when I were to find them. When I turn the key to the on position sometimes lights in the dash come on and no start, I will turn it off and do it again and it starts, don't know if this is part of the problem, so when the switch is on and the car is running, I try to put the a/c on and I have nothing through 1-4 only high, if I wiggle the controller switch the high is gone, or if I move it off of the high setting sometimes its gone. I don't know if the key, or the controller, or both have to be replaced I had this repaired about 3 years ago it cost a fortune and as it is I'm out of work and cant afford to take it to a shop. Also almost forgot, this time before the issue started the blower was pulsating high and low then click nothing

if hvac control fuse is good inside car the ignition switch is probably the culprit.
