2013 Toyota Vios Turn off Airbag

We have a 2 year old child, and two more babies on the way. So we want to seat the 2 year old in front (in a front-facing baby seat) with my wife seated behind between two backward-facing baby seats. I read that it's not safe to have the Airbag for children below 12 years. Is there a way to switch it off?

No, you can't turn off air bags as all are controlled by the air bag computer and disconnecting one would result the system being turned off.
