I have 2 possibly unrelated issues:
1) The heat/air keeps coming on by itself - I turn it off and it comes back on a few minutes later.
2) When I first turn on the heat/air it takes several minutes for the fan to start blowing air, and it usually starts and stops several times before blowing steadily.

Yes, I have seen this problem before the TIPM module is out which is common with these cars but to be sure let's do a CAN scan which you can see how with this guide and video. I have also included how to replace the TIPM which is easy because it self initializes.
