I have noticed steering wheel vibration from 70-80 mph for the last 3500 mi. +. I have had two tire balances and two tire rotations. This is felt whether the car is in gear or in neutral. I was told that my front passenger side wheel had a slight hop to it yet when it was just moved to the driver side rear for rotation, I still feel the vibration in the steering wheel. I would think if that wheel was bent and causing the problem, the vibration would transfer to the seat if it was moved to the rear of the car. The only modifications I have done to my car is installed Eibach sway bars both front and rear and short throw shifter with front and rear shifter bushings.

Use a dial indicator to measure "lateral runout" on the front wheels. If it's excessive, remove that wheel and measure it again right on the brake rotor with a few lug nuts installed. If you find it there too, the brake rotor is warped or the hub is bent.

You could also have two tires with broken belts, especially if they're getting close to the end of their tread life. You'd find that by having them balanced on a road force balancer.
