Took car into dealer for routine oil change, car also pulling to right when braking. Told the rear brakes "seized" due to dirt/grime on northern Ohio roads. New brake pads installed, resurfaced rotors, cleaned and lubed all hardware and serviced calipers. Car is still pulling when braking both right and left. What should be checked next?

Isn't vehicle equipped with ABS?
Were the front brakes checked?

Front brakes were checked. The car is equipped with 4-wheel anti-lock brakes system w/electronic brake-force distrib (EBD), vehicle stability control with traction control & brake assist.

With the system, brakes should not be pulling. The ABS would be overcoming brakes locking and pulling.

You should be checking the suspension arms, bushes and ball joints.
