I have seen things like this a number of times on these vehicles and replacing the TIPM repaired all of them.
Basically, this is a printed circuit board that has some logic in it and acts as a fuse block as well.
The way to confirm this is to check the voltage coming from the TIPM and see if the power is flashing just like the lights and if it is then I would replace the TIPM.
