First, you must understand the steering wheel is not locking up. There are still some people who think the car can't be steered when the engine stops, so they don't even try, and they crash. You simply lose the power steering assist. The car will steer but you'll need both hands to do it. Depending on the brake system, you'll likely lose power brakes too, but you'll have brakes if you push really hard on the pedal.
For the stalling problem, the first step is to have the diagnostic fault codes read and recorded. Those may identify the circuit or system that needs further diagnosis. The people at many auto parts stores will read those codes for you for free.
