how do i open the hood if the inside latch is not engaging

A broken cable is difficult to handle. You would need to try to release the latch from under vehicle. Check the inner latch cable to see if it is dislodged. If you are able to pull lever without the latch releasing, get a helper to pull while you try lifting the hood.
