remove spare tire

how do you remove the spare tire from the trunk of a 2007 ford fusion? their is a silver circle that fits on top of the tire and has a bolt in the middle. the bolt seems to be turning but does not loosen. and the silver circle does not turn.

MAYBE LIFT THE BOLT AS YOU TURN?
