Is the recommended miles a car is to travel, lets say for instance the km readings are 300 000 and the vehicle service record of up to date and does this mean that the vehicle s engine is exhausted or worn out due to high km readings.

That all depends... the engine of a high mileage vehicle can be in better shape than a low mileage "city driven" engine.

As with anything, parts only last so long... eventually engine work will need to be done.
