Fuel pomp makes noise

Hi the electric fuel pomp of my trajet makes a strange noice. I already changed the pomp and filter for gasoil but it makes no difference.
Called a garage and they said the pomp has to force to work. Any idea why the pomps needs to force? Is there a filter in the gasoil tank?
