tensioner failed 2 weeks ago and bent 8 of my valves.

why would my tensioner keep failing on my 2005 mercury mariner. replaced the intake valves and went to start it and it bent them again? I had the engine rebuilt and went to pick my car up tonight and they started it once and it sounded good. they shut it off to finish putting the bumper on and went to start it again and it made the same noise as before and it bent the valves again. what is going on?

The only thing I can think of is if they didn't have the timing set properly or the timing belt was loose.
