The check engine light gets triggered when the on-board diagnostics detects an issue with one or more of the engine management systems. It can also be due to an emission issue.
An engine can run rough for a number of reasons, from fouled spark plugs, to vacuum leak or issue with the air/fuel ratio etc.
If the check engine light gets turned on only when it rains and you have drivability issues, it could the moisture is triggering a given sensor.
Even though the check engine light if off you can still scan and retrieve the historical code(s). Which can help determine what is the reason you are having the issue.
If the historical code is not retrievable, you will have to wait till the light gets triggered again and scan and get the code.
