2004 Mini Cooper AIRCONDITIONER NOT COOLING

My air conditioner has the correct pressures of Freon on both high and low gauges but does not cool, however the electric fan has one speed which is not working. Does the defective speed in the fan have to do with the air conditioner not cooling?

what are the exact pressures with the engine running??

Low PSI fluctuates between 35~40 lbs High PSI 150~160 lbs. I thought that since one of the speed of the fan motor was defective it was not allowing to cool the condenser, thus building up pressure. If you have any suggestions kindly advice. Thanks
