When starting up it reads 0 while running, then it bounce up in down between 0 and normal. Once warmed up it operates normal. After running for a little while and shut it off and set for hour or so, the problem does the same thing. I want to what could be the problem and is it easy to fix?

The gauge itself is faulty. The circuit board seems to have a poor connectivity somewhere and if you are able to do some soldering, resoldering the circuit board should work.
