2004 Ford Mustang passenger compartment fuse panel

The # 35 fuse has no power. It is a 15A FUSE that has something to do with the shift lock actuator, powertrain control module, speed control servo, and ABs module. I aqm wondering if you could possible tell me where it gets its power from. I have ran a scan on my car but it doesnt trip a code. I have a few other issues with my car, such as O2 sensers. All help would be appreciated because my car dont run very good anymore. I would pay for an answer but I am on social security and by the time I pay bills and get food I dont have much left over. Fuse # 35 won't have any voltage until you press the brake pedal. There should be 12 volts on fuse # 33 all the time, another 15 amp fuse. That one feeds the brake light switch on the light green / red wire, and from the switch it goes to fuse # 35 on the red / light green wire.
