2004 Dodge Srt-4 Please Help Modified Car!

Hey guys, I recently purchased a highly modified 2004 neon srt4 the car is bored to a 3.2l from a 2.4 and has a larger turbo pushing 24psi. The car was an awesome daily driver for about a week until I blew the charge pipe off, not knowing that was the problem I drove the car about 30 miles with the pipe blown off when I got home later I placed it back, 3 days later when under WOT the turbo blew due to damage from the pipe being blown. I rebuilt the turbo and had the charge pipe secured with a larger and better clamp. I am wondering since I don't want to rebuild the turbo again or blow the piping off again so can I simply turn the external waste gate down till I'm at 18psi if its tuned for 24psi? The owner told me I could no problem but he also told me I would never be able to blow the turbo at 24psi. So I want to go down to 18psi for daily driving because 24psi just crazy I don't even have traction until the very end of 4th gear at about 14mph. Also would this help with the pressure being put on the charge pipe so it wont blow off again (I know I had it secured with larger clamps but I still do not trust it.).

Hi:
It sounds like a really fast car. As far as lowering to 18psi, that will not hurt anything. You will notice a power loss, but the engine, turbo. Will last a lot longer, and things won't break as often. I actually think it is a good idea. I assume when the engine was rebuilt, they redid the lower end with performance parts; otherwise, I feel it would have already come apart.
