gas tank filler tube blockage

It takes 30 minutes to put 15 gallons of gas in my tank because the filler tube fills up in a few seconds and the automatic pump shutoff stops filling. My 2004 Dodge Caravan had a spring-loaded backsplash cover in the filler tube which has disappeared. A mechanic could not find it in the filler tube, however. I suspect he didn't know how to look or used the wrong tools. How do I find what is blocking the filler tube and remove the blockage? Is disconnecting/removing the gas tank necessary?

Chrysler released a techinical service bulletin to address this problem, the tsb #14-001-09 I will try to post it for you.

No need to remove fuel tank
Remove rear tire and plastic cover shield
Remove filler tube
