I have a 2003 vw gti and i just replaced the starter and my car wont start. when i turn the key you can hear the starter spin but it wont engage the motor to turn it over . i have taken the new starter and had it tested and it passed. i have a soleniod on the starter. so is there any relays or fuses or fuseable links that i should look for to try in order to get my car started

No fuses. For the starter to engage, there has to be power to the smaller wire going to it. Have a friend turn the key to the start position while you check for 12+ volts to the smaller wire. If you are not getting power or not enough power to it, check the starter relay and work your way back to the switch.
