2003 Hyundai Elantra Screeching when Starting up

When I start my car, I get this god awful screeching noise, sounds like a belt. My steering wheel is stiff and kinda jerky. But once i start driving getting it over 2 or 3000 RPM it goes away and the steering is okay. Could it be my power steering belt?

belt and tensioner is recommended replacement at 90k so replace both as tensioner gets weak as well as belt wear. try that first.

Just to add to this one. Hmac300 is right but if you haven't yet already performed a timing belt service, I would replace that as well. Hyundai recommends timing belts done every 4-5 years or 40,000-60,000 miles.
