2003 Honda Civic rear wheel locking up possibly?

When the car is put into drive or reverse the car will move just a little bit but then its feels like the rear passenger wheel stops and starts to drag like its locking up, any one have an idea of what's going on here?

Need to know whether you have drum or disc rear brakes. Usually this happens with drum brakes and is due to a parking brake cable that is rusted in the partially-applied position.

It has drum brakes in the rear.

The main suspect is a sticking parking brake cable. When they first become sluggish, you can usually crawl underneath and flex the casing that goes into that brake assembly. It is typically around two feet long and the front end is anchored under the rear seat area. Flexing the outer casing allows return spring pressure to pull the cable to the retracted position so the brake releases.
