2003 Chevrolet Tracker heater making rpm rave

I got it on idle and my rmp is at about 1000
I put the heat or A/C and it go all the way to 2000 and 2500 rpm
what could be the problem
it as about 230 000km (Canada odometer)

try cleaning throttle plate on both sides and iac hole with choke cleaner and look for a vacuum leak.
