2002 Toyota Corolla totally disable power

I need to replace the cruise control inside the steering wheel(stem sticking out the steering wheel housing). I need to totally disable the ARS, I was told that disconnect the battery and let sit for about 30 minutes to earase the backup power, will that do it?

The capacitor will discharge with the battery disconnected, give it a few minuets and it should be fine.
