2002 Toyota Camry Seat Buckle Sensor Problem

I just got a 2002 Toyota Camry SE, and I am trying to work up all the small issues. However, I have found the the Driver Seat Belt light and the SRS light are both constantly illuminated. I have traced part of the problem to the fact, that the wiring for the buckle sensors are ripped out and clipped together. Disconnecting or connecting these has no effect. What can I do to simulate the sensor being in good condition. I need to find out, if the buckle is the only part at fault.

apro has to scan it to see what the codes are for air bag and restraints. if the problem is the wires then he will have erase those codes.
