If there is any air trapped in system, the level at radiator neck would be low when cap is removed on a cold engine.
When coolant reaches operating temperature, the collant would not instantly start moving as the thermostat requires some time after that to start opening and even that, you might not notice any visible movement untill the temperature really heats up.
If ther is no heat, turn the heater on to maximum and run engine without radiator cap on and note if there are any bubbles.
Have you checked the heater core for clogging?
Is the engine overheating?
Are the cooling fans working?
