does the fuel pump only work when your turning the car over? or is it supposed to work when you turn the key on?

when key is first turned without cranking the fuel pump will come on (can hear it buzz) for approx. 2 - 4 seconds to prime up the system then it will shut back off until either key is turned off and back on or the key is turned further to crank engine. of course once engine is started the fuel pump will remain on until key is turned back off.
