2002 Lincoln Navigator horn stuck

Horn is stuck on and can't stop it. Had to unplug the horn. So now that the horn is unplugged, when I push the horn on the steering wheel it makes a clucking noise. But horn still stuck. How can I fix it.

see if power is sent to the horn at wire if it try the relay or a grounded wire in steering column.
