All brake wheel cylinders, shoes and pads and rotors have been replaced on the vehicle recently but the brakes are still spongy I have now noticed there is evidence of brake fluid on the brake booster from the brake master cylinder, does this indicate that the master cylinder needs reconditioning or replacing.

If you are leaking fluid from the rear of the master cylinder, yes it needs replaced. Make sure it isn't just from spilling some by accident.
