Remove the fan and fuel relays, and the fuse didn't blow and it cranked but didn't start. Any suggestions?

You have a short circuit tied in with the 30amp fuse-you need to check what that fuse powers-possible could be a wiring or a component problem-won't start the fuel relay is not sending power to the fuel pump it has to be in place

Yes I understand that, am going to put each relay in one at a time and see what one blows the 30a fuse, then that short should be on that circuit.
I'll let you know what happens today.
Thanks, joey
