You need to check the circuit for a short somewhere in the wiring. You may want to start with the relays to remove and see if they still blow the fuse or not? If they still do you have a wire chaffing somewhere on the body and the only way to find it will be by tracing the blower motor wire all the way back to the fuse and jiggling wires and inspecting? The good thing it looks like you have a hard fault. The bad part of it is that it could be tough looking for it. It would be easier if you had a wiring diagram to see where the circuits break off at and try to isolate the short from there? Good luck finding the short.
