Hello,
If the vehicle will not crank but you have a new battery and starter, you need to check the starter relay as well as the power cable that attaches to the starter. Make sure that it is secured and does not have any corrosion.
The starter relay is located under the hood fuse block (see diagram).
Visually check for corrosion or any burnt pin.
You can also test the relay for internal failure.
