2002 Acura RL power steering

Replaced the power steering pump, replaced the rack and pinon and still don't have power steering. After starting thr car, everything seemed to be working properly at first. But after turing the steering wheel to get air out, it became hard to steer. It whins a little, but the fluid in the resevoir is perfectly still.

Did you replace power steering hoses? Can you check if one of the lines maybe blocked?
