Improve Heating output

The heating takes an extremely long time to get to a reasonable temperature. How can I test the heating elements to ensure they are working and if required how easy would this be to rectify/replace? Also the fans (regardless of heat setting) only kicks in when positioned at level 4.

The two hoses are on the firewall, you do need to stretch a bit.
