I'm trying to replace the engine belts. I don't know how to release the tension. What can I do and how?

Each belt is held in position and with tensoion by a pivot, tensioner and adjusting bolt. You need to release them to loosen the belt tension. For Alternator, loosen the bolt on the bracket and adjuster and pull hard at belt to loosen tension.

For A/C and power steering, the adjuster is either in between power steering pump and A/c compressor or at lower part of engine.

Which one is the tensioner because I been at it for about 2 hours trying to turn these bolts without have the pullies move top right use 17mm soket and the bottom use a 1/2 soket and the pull im assuming is right nest the the bottom one and under the top right and it uses a 8mm but thats just rotates 360 without doing anything.

Here is for removal of the alternator belt.
1. Remove A/C and P/S drive belt, if equipped.
2. Loosen generator mounting bolt and adjusting bolt.
3. Remove generator belt.
4. Install new generator belt and adjust to specification.
5. Tighten all bolts to specified torque.

GENERATOR
Removal & Installation
Disconnect negative battery cable. Remove air cleaner assembly, if necessary. Disconnect all 3 generator terminals. Loosen pivot bolt, tensioner bolt, and adjusting bolt to remove drive belt. Remove mounting bolts and lift out generator. To install, reverse removal procedure. Tighten all bolts and nuts to specification.

Here is a guide on how to replace the belts.

Remove A/C and P/S drive belt, if equipped.
Loosen generator mounting bolt and adjusting bolt.
Remove generator belt. Install new generator belt and adjust to specification.
Tighten all bolts to specified torque.
Tightening torque
Mounting bolt:
27-38 lb-ft (37-52 N.m, 3.8-5.3 kg-m)

Adjusting bolt:
14-18 lb-ft (19-26 N.m, 1.9-2.6 kg-m)

Does anyone know how to replace drivebelts for a 1998 kia sephia? They both fell off so I have no idea the direction of the belts. I do have a kia book and it does give some examples but it doesnt say which way to put them on.

There you go I posted a diagram of how the belt's run around the pulley's.
Adjustment

1. Loosen the generator mounting bolt and adjusting bolt.
2. Deflect the generator to achieve the specified deflection.
3. Tighten all bolts and recheck the tension.

Replacement

1. Remove the A/C and P/S drive belt, if equipped.
2. Loosen the generator mounting bolt and adjusting bolt.
3. Remove the generator belt.
4. Install the new generator belt and adjust it to specification.
5. Tighten all bolts to the specified torque.

Tightening torque:

Mounting bolt:
27-38 ft-lb (37-52 Nm)
Adjusting bolt:
14-19 ft-lb (19-25 Nm)

6. Install the A/C and P/S drive belt, if equipped, and adjust to specification.

Alternator has burned off three times, usually goes about a week, then the belt starts squeling intermittantly, then burns off, inspected the pulleys, ok, replaced alternator, still will not keep a belt, any help?

Have you had the alt checked to see how much power is being drawn from it? Also, make sure the pulleys are properly aligned. Something may be out of place. Remember, 1/8" could cause belt failure.

My 1998 model Kia Sehia has one drive belt that controls seven pulleys. Can I get the diagram on how to install the belt and if possible the belt number?

Our database does not show any diagram for this and neither does it indicate one for a serprntine belt driven model. All information points to multiple belt driven models only.
