Is it possible to tighten Flywheel on a 2001 Chevy Blazer without removing the housing or starter?

If you are referring to the bolts that hold the flywheel to the crankshaft, the transmission has to be removed for that. If you're referring to the torque converter bolts, you should have a removable inspection plate to access them but I see no reason that any of these bolts would be loose. It would be more like a cracked flywheel.
