Upper intake blew up, replaced it and 3 injectors. Fuel rail is slightly bent. Is it safe to bend back & reuse?

Yup, provided you check two things. First, if it's just a slight bow, bend it straight, but if it's kinked, check that it hasn't developed a crack when it's bent back. Next, if there's a bend left in it that changes the distance between any two injectors, it can put sideways pressure on the connection and pull the o-ring away to where it doesn't seal on the injector. The better solution for that is to just find a used rail at a salvage yard.
