2000 Subaru Outback: The wiper blades stopped moving but I can hear the motor... what happened?What is the fix?

If both stopped, chances are the linkage has come apart. You need to remove the cowl at the base of the windshield to access them. If you open the hood, you will see screws that hold it in place. Remove the cowl and check the linkage.
