Every time i stop at a light it surges and sometimes it dies

I have a 2000 Lincoln town car cartier. What is wrong with it. It only does this sometimes, but it is getting worse.. Every time i take it to get looked at it doesn't do it and they say nothing is wrong but there is.

Check the IAC and check for vacuum leaks.

Try cleaning the iac and the mas air flow sensor. Along with vacuum leaks.
