could you tell me where the fuel filter is and how to change it?

I believe the filter is either along the frame rail or near the fuel tank on a 2000. Based on which filter you have, the fuel lines will either unbolt or it will have a quick connect. The quick connect requires that you push in on the fitting and remove a plastic clip to remove the line.
