Why do my hubcaps on my 2000 Ford Crown Vic make so much noise?

Sometimes a light coat of axle grease around the contact points on the wheel will stop the wheel covers from making a crunching noise.

You can also bend the little metal teeth to make it fit tighter.

I have a 2000 CVPI that had the same problem, I lubed the contact points, and it helped but it was only temporary. I replaced the wheels altogether with the lacy spoke alum. From an LX. The PD that I got the car from had a big issue with that on all squads because they had trouble sneaking up on the bad guys. I think it's really a design flaw.I tossed mine.
