My Jetta starts, will rev a couple of times and die.

I bought this car from a guy that overheated it due to a failed water pump. At first I thought it might be a head gasket or head issue. I have run both a wet and dry compression test and it is well within VW spec. If I start the car it will rev up if I pat the accelerator. It will then die, but can be immediately restarted. It acts like a fuel delivery problem but the pump runs, has good pressure and a new filter. Could the throttle be the culprit?
