Starter is not disengaging after starting engine

1999 toyota Camry runs ruff and sounds like the starter starts and continues to try and start while running and starts to smoke? Well when it is running it has kinda like a high pitched sound the rpms on ideal will go from one to where it almost dies and as I said the other morning it started to smoke. Dont really know if its the starter, the timing belt or something else. Also how can you tell if the cv joints in the front are going out or bad? There is like a I guess jiggle sound in the front passenger side and the steering wheel shakes but it you go over 60 mpg its fine?

I meant to say that it smoked from under the hood not the exhaust pipe sorry

Okay, first, you need to determine where the smoke came from. The starter may be staying engaged. As far as the timing belt, it won't smoke unless something is rubbing it. IT will have a rubber smell. As far as the CV joint, from a stop, turn the steering all the way on direction and slowly pull out. They will click when bad. Now for the steering wheel, it could be tire balance, a bent wheel, CV joint. You will need to check the steering components to be sure.
