1999 Plymouth Neon fuel pump problems

About a year ago I pulled into my driveway and as soon as I stopped my car died and never turned back on, it turns over but fuel pump does not kick on. So I went to a scrap yard and got a used one off a wrecked neon and charged the battery and still it does not kick on, so then I checked the fuel pump fuse and it appears to be fine(no signs of burning) but still the car turns over but fuel pump does not kick on. I appreciate your help and thanks, Garrett.

Keep in mind, you could have gotten a bad pump. However, you need to check to see if there is power to the fuel pump relay under the hood in the power distribution box. If there is, you need to check if the power is getting to the pump. If it is, the pump is most likely bad, If there is no power, you need to trace the power supply wire to see where power is lost.
